Q: Is this photo of a tree stump showing one or two trees?

A: The picture is telling, but is not enough information to render a firm opinion. The bark can be seen on both trunks, a full 360 degrees. This would be consistent with two separate trees. No root flair is visible, so the architecture is not visible. It is either covered with mulch or is planted too deep. Excavation, at the margin of the two stems, will be the only way to answer your question.
